Imagine if your next door neighbor was putting their child into a small room for five or six hours a day as a consequence for their behavior. Would you call the police?
Now apply the same situation to institutions where that happens every day, not just five or six hours, but days, weeks, months at a time. Why is the same value not applied to kids in the juvenile justice system? What has changed? Are they not still children?
